Licenses & Permits


An annual town pet license must be procured for any dog or cat owned or kept within town-limits.

The Town's pet license regulations are established by the Town Council and set forth in CMC Title 6; recently updated by 636-20.

Fees collected from pet licenses will be used to help enforce any pet regulations set forth in the Cathlamet Municipal Code. The Town is currently working on obtaining a contract with the Cowlitz County Humane Society.

Dogs that are considered dangerous must also be registered with the Wahkiakum County Sheriff's Department and obtain an additional license from the Town ($100.00). Dangerous Dog Codes.
Building permits must be obtain prior to any structural modifications or new construction in town-limits.

The Town contracts with Wahkiakum County Building & Planning to provide inspections and plan evaluation for building permits. Please refer to the Wahkiakum County Building & Planning Department's website or contact Dave Hicks 360-795-3067, to determine if your project requires a permit. Applicants with projects in-town limits must complete a and submit the required fees to the Town of Cathlamet.

The Town's building permit regulations are established by the Town Council and set forth in CMC Title 15

The Town has adopted the 2015 International Building Codes, including residential, mechanical, fire, and existing building codes; as well as any related Wahkiakum County Building & Planning Codes; or requirements and the duct insulation requirements of Chapter 51-11 WAC (Washington State Energy Code); or where applicable, the Town's energy code as set forth in CMC 15.10.030.

The Town has partnered with Business Licensing Service for one-stop filing of state and city licensing. This combined licensing system makes it easier to connect state and local requirements in one annual transaction for most businesses. The Town of Cathlamet requires all businesses located within the city limits, or who conduct business within the Town limits, to be licensed with the Town.

The Town's business license regulations are established by the Town Council and set forth in CMC Title 5; recently updated by 637-20.

Town Business License Fees are calculated based on the annual revenue of the business and are as follows:

If you provide a utility service in town-limits you may be required to pay utility tax.

Utility providers conducting an electric energy, natural or manufactured gas, telephone, water service, sewage service, garbage collection service, or cable television business within the town of Cathlamet are required to pay utility tax equal to 6% of your annual revenues. CMC 3.85
If you conduct or operate, or have been duly licensed by the Washington State Gambling Commission to conduct or operate gambling activities in town-limits you may be required to pay gambling tax.

Gambling activities, including Bingo & Raffles Games or Punch Boards & Pull Tabs within the town of Cathlamet are required to pay gambling tax equal to 5% of your quarterly revenues; and Social & Public Card Rooms are subject to 20% gambling tax. CMC 5.15
A permit may be required for the use of public streets, rights-of-way, sidewalks and publicly owned property.

The Town's right-of-way regulations are established by the Town Council and set forth in CMC 12.20. There is a non-refundable application fee of $25.00. Applications should be summited no less than 30-days prior to the intended start date of any event and may be subject to council approval. 

Special Events: Persons or organizations that wish to conduct a special event that affects the customary and ordinary use of public streets, rights-of-way, sidewalks and publicly owned property, i.e., parks, must first obtain a right-of-way permit.

Business Activities: No person or entity shall perform construction, surveying, geological or any other labor, or park or store equipment or goods in such a way as to affect the customary and ordinary use of public streets, rights-of-way, sidewalks and publicly owned property, i.e., parks, without first having obtained a right-of-way use permit from the town of Cathlamet.
